Are you sure your DialPlan rule is matched?
Place your rule in the top of the rule lists.

Here is the Dial Plan used:

<Matching Patterns>

$request=^INVITE
To=sip:(.+)@

<Deploy Patterns>

&net.sip.timeout.talking=60000
To=sip:%1@sip.proxy.net
$auth=off

is it the top priority (Priority=1) ?
can you see your DialPlan rule name in [Rule] field of Session Details?
If not, your DialPlan rule is not matched..

I suppose your client does Session-Timer.. so please disable Session-Timer at the client.

If it is impossible, use setScheduleTerminate() in the plug-in.
