Hi sistemascec,
I recommend to use "Class".
For example, if you set "Class 1" at the matching patterns for outbound call in ARS, the only users who has "Class 1" can make outgoing call.
Also you can change user's class at [extensions]>select extension >[Settings]>[Call settings]>Class.
