Matching patterns (ARS)

Need to configure 'To:' field with a dialing plan like this: 0 [1-9] [1-9] [6-9] xxxxxx. Means: 1st digit always ZERO, second and third digits could be from 1 to 9, fourth digit from 6 to 9. Rest of digits, anything from 0 to 9. Any help will be deeply apreciated. Thanks in advance.

I am using a Deploy Pattern like this:

sip:0$1@sip.proxy.net

and just the first 3 dialed digits are being sent.

How can I translate above ARS to a BSS Dial Plan?

ARS is better than DialPlan. so You don't have to use the DialPlan...
