I found the problem. There was a setting in the file c:\Program Files (x86)\Brekeke\pbx\webapps\pbx\WEB-INF\work\pbx\setting.properties: com.brekeke.pbx.Setting.MC_PREFIX=8 which was probably left over from the V1 settings. There is no ARS rule with 8<ext>. It appears this behavior is inherent in the PBX. I recall that this was the behavior in previous versions of Brekeke PBX and was not part of ARS.
