Thank you for your support in advance.
We moved our SIP servers this weekend which entailed changing the IP addresses of our Brekeke SIP Servers and SVK RadiusCAT Authentication and Accounting Server. We also changed the Firewall that our SIP Servers sit behind.
The issue we are having is on incoming calls. The problem is happing with ALL incoming calls from ALL of our SIP Trunk carriers.
The problem is this:
1) An incoming call is sent to our SIP server from one of our carriers.
2) Our SIP Server accepts the call
3) There is 12 seconds of silence (This is the problem)
4) Then the call is transfered or the auto attendent is played, depending on the ARS rule.
This was not an issue before the move. I have adjusted several different settings on the SIP server and on our firewall but am unable to figure out the root cause of the problem.
Your expertise and advice is much appreciated.

UPDATE:
The issue is happening on more than just incoming calls. Below are few other examples:
1) Incoming call that forwards directly to extension 704
2) Extension 704 rings immediately
3) After extension 704 answers the phone, there is silence for 12 seconds, then both extension 704 and the incoming caller can hear each other.
Another Example:
1) Extension 704 dials extension 6000 which is a conference bridge
2) Extension 704 hears nothing but silence for 12 seconds before they can hear the music play

is the call showing as talking in sip server/active sessions?
capture the packets to check if the call is established properly.
how about if caller is in the same network as pbx?
and check your network settings on both pbx and client side

We did find the issue with the help of our Brekeke Distributor. The problem was an old entry in the hosts file of the SIP server. The entry was pointing to the old IP address of the RadiusCAT server. Fixing this fixed the delay issue.
