What brekeke pbx do when a user is created?

Whenever you create a user on brekeke pbx it just create a folder on C:\ProgramFiles\Brekeke\pbx\webapps\pbx\WEB-INF\work\pbx\users location\userid. In that directory you will get "user.properties" file. Open that file on notepad you will get all the user info. Any one can modify that file. So my question is that is it secure?

I think you should not allow anyone you don't trust to log on your server. Don't you think so?
