1. Brekeke Product Name and Version: Advanced SIP Server 3.8.5.2/493-3 (upgrade to 3.8.6.4 planned)
2. Java version: 10.0.1
3. OS type and the version: Linux CentOS 7.5.1804 (Core)
4. UA (phone), gateway or other hardware/software involved: N/A
5. Your problem: Auto Sync is set up exactly as specified in the documentation in the wiki. However, in the dial plan rules the checkbox option for "Synchronize" is always grayed out.
This presents two questions:
1) Is there a method to verify that "Auto Sync" is in fact functional?
2) Are there any other conditions that must be met in order for the Synchronize check box to be active?
Note, this is NOT set up with SSL/TLS anywhere (although we will certainly need to do so in the future).

No.
Auto Sync is for syncing "User Authentication" database with Secondary Server. It doesn't sync DialPlan rules.

"Synchronize" option in DialPlan forces multiple rules run synchronously. (like a Java's "synchronized" modifier).
It can be tuned if Multiple Dispatcher is enabled at [Multiple Dispatcher] setting in [Configuration]->[SIP] page.
Generally you don't have to use "Synchronize" in DialPlan.
but if you use a property variable as a flag or counter, you may need to use it.

Update: As of version 3.9.1 or above (we are currently running 3.9.2.7/517), dial plan sync does in fact work! Dial plan sync is enabled under System Menu -> Redundancy -> Auto Sync tab, by ensuring that "Dial Plan" is set to Yes on both primary and secondary.
I am very happy about this addition to the mirroring features - and the substantial improvements to mirroring and heartbeat in general in 3.9.1!
