5. Your problem:
I have a customer that can't control the number of channels that they are sending. I'm using route.underlimit to hold back the excess calls, and I'm answering the calls with a 503 instead of the default 407/403.
However, they keep being blocked.
I've set filtering policy to always allow calls from their IP, but they always return to the blocked IP list.
How can I avoid it? I just want them to get their share of communication channels and receive a 503 as answer when going beyond it, but not blocking because of excess of unauthorized calls.

It seems your filtering policy setting is not applied due to the setting error....

Check the [Reason] field at [Blocked IP Address] page when their IP address is blocked, and tune thresholds at [Block List]->[Settings] page.
