BSS Failover fails when Brekeke SIP Server service is down

1. Brekeke Product Name and Version:
Brekeke SIP Server, Version 3.8.2.4, Advanced

2. Java version:
1.8.0_171

3. OS type and the version:
Windows Server 2012 R2 / 6.3 / amd64

4. UA (phone), gateway or other hardware/software involved:
YEALINK T40G IP PHONE
DIALOGIC MEDIA GATEWAY

5. Your problem:

I configured the Redundancy for the BSS as mentionned on the Brekeke Wiki and documentation.
When I tested the Brekeke SIP Server redundancy by stopping the Brekeke SIP Server Service under windows services list the call is dropped but the failover doesn't happen. Secondry node couldn't reach the 5060 port on primary node, so it start the failover process but nothing happens on the first node. I have an IP address conflict on the secondry node because the VIRTUAL IP still up on the primary node.

Is this the normal behaviour of the BSS redundancy or there is any other config to setup for heartbeat (other that the ones mentionned on the wiki and the doc) to resolve this issue ?

It is the behaviour what we implemented.
Stopping the Windows service triggers termination of active calls.

We will add an option to disable this behaviour in a future version.
