Calls not reaching handsets, getting error 503 "service unavailable".

Calls go through with an xlite and 2 way audio is established. but every call to a cisco handset fails with a "503".
According to the facility (wireshark) the call is failing when the CM is trying to communicate SIP to the Brekeke.
Need some help PLEASE!
