Issue with error 486 on PBX

We are facing some issue where we have setup the sip server to send to the PBX but we are getting a 486 error and the call log say the call is a missed type...

are both caller and callee registered at brekekek pbx sip server side?
is there pbx user created for each registered phone?

I created a user and then tried to register it.....first when invite and register authentication are on my phone will not register at all...

Now to make it register in my version 2.4.8.6 i created an new client to force it to register ande that worked....

Then i created a new user and put in a forwarding number....when i pickup my phone and tried that users extension so that it dials out and doesn't forward even though the carrier in the PBX is registered

where is new user with forwarding created? in pbx/users?
is forwarding number set at this pbx user's page [forwarding destinations*]?
where will the call be forwarded to? another pbx user or a pstn number?
