i installed the SIP server standard edition and try the administative tool and the webpage doesnt display

How did you install Brekeke SIP Server?
Did you use the installer "sip2_4_7_3.exe"?

Are you using any firewall at the Windows?
If yes, open TCP:18080 and UDP:5060 port there.
