Call transfer doesn't work with PBX

My problem is related with call transfer. We using brekeke pbx and Linksys SPA942 IP-phones.
Call transfer doesnt work. We can initate transfer, but when we press the xfer button again, the original call not transferring, it fall back to the phone.

Is it related with pbx rules or sip rules?

you can install brekeke sip server only or use following dial plan
[Matching Patterns:]
$request = ^INVITE
To = sip:(.+)@

[Deploy Patterns:]
To = sip:%1@
