On PBX, please try to create a new ARS route which forwards inbound calls to your ivr extension "3002".
Matching pattern:
To: sip:3002@
Deploy patterns:
To: 3002

Hi,
I recommend you turn off windows firewall and try your test call again.
Also, if you use another firewall between PBX and SIP devices, please check the appropriate ports are allowed.

I think your java path on registory may not point out the adoptJDK.
If so,you need to move to the [Java] tab and enter the file path of jvm.dll at [Java Virtual Machine] field manually.
