Actually, the RTP packet from the Brekeke SIP Server to Belkin router has the designation port 16, instead of the negotiated port 5004. Why is this?

Comparing the working (v.2.0.7.2) and not working case (v.2.1.6.2), we can see that for 302 Moved Temporarily, v.2.0.7.2 re-writes the sip contact as 702@192.168.1.157, while v.2.1.6.2 re-writes the sip contact as 702@192.168.1.5. 701 and 702 are associate with 192.168.1.7
501 is associate with 192.168.1.5

The INVITE should be sent to 702@192.168.1.7.
