I never faced a problem like this, even with more number of users.
And one more think what is the IP address of UA1 (is it 192.168.1.1 ??)
ONDO is used to change the network address (like 192.168.XXX.1) to loop back address.

assign some other ip address to UA1 (192.168.1.150) and check

I dont know ondo is providing this feature or not. there is one option in configuration->system, there u can specify the external ip address(but i'm not sure about this).
Check with 3cxphone system, i think it will help you...
