Can Brekeke Sip Server Redirect Busy Calls (486 Busy Here) to other sip PBX via Dial Plan?

You need to use Brekeke SIP Server Advanced Edition.

For "486 Busy Here", set the following in DialPlan.
&failover.pattern.response = 486
