R5 to Cisco CM, SIP error 503

1. Brekeke Product Name and version:

SIP Server

2. Java version:

6 update 31

3. OS type and the version:

Server 2008

4. UA (phone), gateway or other hardware/software involved:

Cisco CM

5. Select your network pattern from http://www.brekeke-sip.com/bbs/network/networkpatterns.html :

6. Your problem:

Calls not reaching handsets, getting error 503 "service unavailable".

Typical dial plan as referenced in rauland_cisco_20111102.text

Matching
$request=^INVITE
to=sip:(.+)@

Deploy
to=sip:%1@CM_IP

Calls go through with an xlite and 2 way audio is established. but every call to a cisco handset fails with a "503".

According to the facility (wireshark) the call is failing when the CM is trying to communicate SIP to the Brekeke.
Need some help PLEASE!

the 503 should be sent by Cisco side
check if there is any setting at cisco side to accept call from Brekeke SIP server IP
