5. Your problem:
Brekeke SIP Proxy server service will start up but in a CMD prompt when you type "netstat -a" you can see that nothing is listening on port 5060 at all. It doesn't fail to start or tell me that port 5060 is already in use, it just doesn't show anything on port 5060.
WireShark captures show that the Invite comes into the server but nothing else happens at all, which makes sense.
Any ideas what I can do?
I have image captures of the SIP configuration page but I don't think I can upload them here can I? |

If a firewall is running, disable it or open the UDP/TCP port 5060.
Also the SIP Server process should have a privilege to open the port. |

Thank you, that was it!
We learned something which is WireShark will see the traffic coming in, even if the internal firewall is blocking it.
