After doing a wireshark trace on my proxy, I found that the calls are coming in with the following header: (this name has been changed to protect the person calling)

| Sorry, i should have said in my original post that it doesn't matter if I put a 1 or don't put a 1, when the calls come into my proxy, it is like they don't see this rule at all and don't follow it. ... |
