I found the solution. In deploy pattern I add:
$ifsrc=202.70.xx.xx
$ifdst=192.168.164.47 |

Yes Hope,
10.199.81.69 is public IP, moreover it's dynamic public IP.
UA connected to internet.
I think put this IP into External IP address pattern is not a solution because it's a dynamic public ... |

After restart windows, now it's work. x-lite can register to sip server.
Anyway, now i know how to enable logs. It's very usefull.
