Does the SIP Server return 302 with the new Contact header?

Are you sure that your DialPlan rule is matched??
Let you check it in the [Dial Plan History] page.

Is it for the response 302?

Try this.
[Deploy Patterns]
$response = 302
_NEW_DATA = THIS IS A TEST
_Contact = sip:808080@IP_ADDRESS

The function "$headerparam()" is available in Matching Patterns only.
It is not for Deploy Patterns.

Let you use ARS at PBX.

the advanced edition has the failover feature.

Matching Pattern
$request = ^INVITE
To = sip:888@
$registered = false

Deply Pattern
To = sip:555@

If 888 is not registered, the call will be forwarded to 555.
